Net Neutrality does not regulate Internet: FCC – The Economist

The guidelines for net neutrality lay the foundation to keep it open, free and non-blocking data transmission, said the chairman of the FCC commissioner.

The guidelines for net neutrality adopted by the US telecommunications regulator are not regulation but the basis for maintaining the open, free and non-blocking data transmission network, said the president of the Federal Communications Commission (FCC), Tom Wheeler.

Last week, the FCC approved providers (ISPs) are reclassified as telecommunications services (Title II), rather than services information which prohibits intentional discrimination ISP information circulating in the network as well as payment for traffic prioritization.

Understanding approved by the United States last week is essential at a time where internationally, including in Mexico, are developing regulations debates around net neutrality. Anne Bouverot, CEO of the GSMA, said several governments are taking as a reference for the United States.

“This is no regulation of the Internet as the First Amendment (of the US Constitution) is no regulation of freedom of expression and governments must understand that this is not an Internet regulation, “Wheeler said during a conference at Mobile World Congress (MWC).

A-regulation network, he added, would be to establish-tariff standards, technical operating requirements, regulate details on the arrangements for the deployment of networks.

“Our position is that we want to preserve the open Internet. It is not a regulation but a statement saying that no government and no private entity block the access of people to networks or freedom of expression, “he said.

After the telecommunications industry in the United States objected to these guidelines on the grounds that this would inhibit investment in network deployment, the chairman of the FCC commissioner said the effect was in the opposite direction.

“T’Mobile said it would invest small operators in the United States said they also invest, Google Fiber, which had not been under telecommunications regulation, said they would continue investing “exemplified.

The policies of net neutrality, he added, should promote innovation and openness of the Internet without creating prohibitive norms.
